Proposal:

France saved England for one turn with their dying breath. So Germany is at 17 supply centers. I'm calling for a vote to end this game because it's now a mathematically foregone conclusion. Nobody can stop me from taking Portugal next turn, and with three new German armies about to come into play, nobody can take anything away from me.

If we can get a unanimous vote from the other five players (France is eliminated), I'll close this game so we can move on to the next one.
