Proposal:
France saved England for one turn with their dying breath. So Germany is at 17 supply centers. I'm calling for a vote to end this game because it's now a mathematically foregone conclusion. Nobody can stop me from taking Portugal next turn, and with three new German armies about to come into play, nobody can take anything away from me.
If we can get a unanimous vote from the other five players (France is eliminated), I'll close this game so we can move on to the next one.

I currently have also obtained assent from England and Russia.
Waiting on Austria and Turkey.

So, for our first bumbling attempt at Diplomacy:
Victory goes to Germany - Paul/Dee!
Second place for treachery (for which tabulation will be improved next game) goes to Austria - Joel!
